Grand Theft Auto: Vice City Stories (2006) is the final GTA title released for the PSP and is often considered the technical pinnacle of the series on the handheld. Set in 1984—two years before the events of the original Vice City—it expands on the map, introduces a complex “Empire” system, and features the first protagonist in the series capable of swimming.

Game Story & Premise

You play as Victor “Vic” Vance, the older brother of the famous (and erratic) Lance Vance. Unlike many GTA protagonists, Vic starts as a man of integrity—a Corporal in the U.S. Army stationed at Fort Baxter.

The Plot: Vic’s goal is simple: earn enough money to pay for his sick brother Pete’s medication. However, after his corrupt superior, Sergeant Jerry Martinez, frames him for drug possession and bringing a prostitute onto the base, Vic is dishonorably discharged. With no other options, Vic is forced into the criminal underworld he once despised. Alongside Lance, he begins to tear down the city’s established gangs to build his own organization, the Vance Crime Family.

Key Gameplay Mechanics

Empire Building: The game’s signature feature. You can seize “Business Sites” from rival gangs. Once captured, you choose a business type (Protection Racket, Loan Sharking, Prostitution, Drugs, etc.) and complete missions to upgrade them and increase your daily passive income.
Combat Overhaul: The targeting system was “intelligence-tweaked” to prioritize threats over pedestrians. Additionally, Vic can perform grappling moves, throws, and even “ground and pound” enemies.
Swimming: Fixing a major complaint from Liberty City Stories, Vic can actually swim, though he has a stamina meter that limits how long he can stay afloat.
Vehicular Variety: This version introduced Helicopters, Planes, and Jet Skis to the PSP—features that were missing from the previous handheld entry.
Bribes: If you are “Wasted” or “Busted,” you can pay a bribe at the hospital or police station to keep your weapons, a massive quality-of-life improvement for the series.

Legendary Soundtrack (1984 Vibes)

The game features over 100 songs across iconic stations like Flash FM, V-Rock, and Wave 103. It even features a hilarious in-game appearance and concert by Phil Collins, who performs “In the Air Tonight.”

Short Review: The Definitive Portable GTA

The Good

Technical Achievement: The draw distance and frame rate are significantly better than Liberty City Stories, despite the world being larger and more detailed.
Empire Management: Adding a “strategy” layer to the usual chaos makes the gameplay loop much more addictive.
Protagonist: Vic Vance is one of the more sympathetic and grounded characters in the franchise.

The Bad

Control Limitations: Fighting the PSP’s single analog “nub” for camera control and drive-by shootings can be frustrating during intense missions.
Mission Difficulty: Some of the later missions (especially those involving the “Domestobot” or RC vehicles) are notoriously difficult and can be doubly frustrating without a checkpoint system.
